Grampus is a midget submarine, once owned by the navy. He is a close friend of the Star Fleet and has helped them out on various situations. He once helped to prove Ten Cents' innocence for a case of stolen barges. In Let's Party, he saved Lillie Lightship from sinking by plugging the hole in her side with his front. Later, he was nearly blown up by Bluenose's command to the naval destroyer, as the naval submarine having been said to be 'too old' for further service. He was thankfully swiftly rescued by the Star Fleet. On the same day, he was bought by Captain Star and joined the Star Fleet as their first Star submarine.
Grampus also has a tendency to blow water on the tug's faces, most likely because he has to hold his breath while under water, but most prominently spits at Bluenose in Boss Man and at Top Hat in Dream On. Grampus docks near the famous Bridge Café, but due to the noise created by the band, he often moves around the harbour, this is mostly shown in Who Took My Crayons?. Nothing is said that when Grampus was bought by Captain Star that he moved to the Star Dock to rest.

Grampus is probably based on a Plunger class submarine and is probably named after the USS Grampus (SS-4) which was one of those submarines.
A Grampus, also known as Risso's Dolphin, is also a type of blunt-nosed dolphin.
Spike Knight built Grampus in 1987, and used the same trolley system as the tugboats.
Trivia[]
- Grampus used a specially built chassis, with a similar look to the ones used for the tugs.
- Although Grampus had a similar trolley used for the tugs, his was smaller in size, and had the ability to elevate to simulate him submerging and resurfacing.
- Grampus' voice actor, Lee Cornes gave him a lisp, because of Grampus' status as a submarine that would constantly be in water.
- Lee Cornes had a YouTube channel in which he would mainly post long skits and sketches. As of 2022, he has not uploaded anything new.
- In TUGS, in a shot during the opening title card, when Sally Seaplane dives in and out of the port, Grampus is seen in the foreground with a flag attached to him back end flag pole. This flag is the maritime number for "8".
- As mentioned above, this flag could have been a reference to his ranking of being the 8th member of the Star Fleet. However, this was before him joining the fleet.
